The City of Cockburn Community Sport and Recreation Facilities Plan (2018 – 2033) aims to provide strategic direction and guidance in the provision of community, sport and recreation facilities across the City.
The City has experienced a significant level of population growth and expects this to continue over the course of the next 10-20 years. This growth presents a number of challenges to ensure the needs of the community are met and as such, the Plan provides the strategic framework of provision over the course of the next 15 years.
The projects listed in this Plan are funded through a variety of ways, including municipal contributions, developer contributions, community organisations and external grants. The implementation of all community, sport and recreation facilities will also continue to be subject to Council’s annual budget deliberation process and dependent on the City’s ability to leverage Council funding with external funding sources.
The plan was finalised by integrating the outcomes of the Western Suburbs Sporting Precinct Study, and adopted by Council in December 2018. A review of the plan is scheduled for the 2021/22 financial year. The review will include but not be limited to, a revised City-wide needs assessment, community consultation and engagement, the prioritisation of projects as well as the City’s ability to resource projects through human and financial resources.

The purpose of the Western Suburbs Sporting Precinct Study was to explore the potential development and redevelopment options for sports facilities in the City’s western suburbs to cater for future anticipated growth. The Study identifies a coordinated approach on future facility and reserve provision, by undertaking research, consultation and analysis with a view of increasing use and capability of the following sites:
- Beale Park
- Lucius Park
- Dalmatinac Park
- Davilak Oval
- Dixon Park and Wally Hagan Basketball Stadium
- Edwardes Park and Watsons Oval
- Santich Park
- The proposed Cockburn Coast Oval.
The outcome of the study provided site master plans for each site and the estimated cost in 2018/19 figures. The study was approved by Council at the October 2018 Ordinary Council Meeting and the information will be used to inform with the City’s Community Sport and Recreation Plan and wider Integrated Planning Framework.
Since the plans adoption, a number of projects have commenced including:
Beale Park
Community consultation on the proposed high level master plan was undertaken in late 2020 to revisit and understand the communities priorities. This consultation will inform the concept design process which includes various environmental, technical and functional assessments.
Lucius & Dalmatinac Park
This project is scheduled for 2030/31 and 2031/32 as per the Community Sport and Recreation Facilities Plan.
Davilak Oval
This project is scheduled for 2023/24 and 2024/25 as per the Community Sport and Recreation Facilities Plan.
Dixon Park and Wally Hagan Basketball Stadium
At the Ordinary Council Meeting held in February 2021, Council resolved to endorse option three as the preferred option following the outcomes of the Hamilton Hill Swamp Precinct Aboriginal Heritage and Early European Heritage Study. Subsequently the City is progressing a
Section 18 application under the
Aboriginal Heritage Act 1972.
Edwardes Park and Watson Oval
This project is scheduled for 2030/31 and 2031/32 as per the Community Sport and Recreation Facilities Plan.
Santich Park
The City has been working with resident sporting clubs to revise the site concept plan. Further engagement with the local community will be undertaken in 2021 with a view to commencing construction in 2022.
