The Local Planning Strategy outlines the City’s 10–15-year plan, addressing key issues such as housing, employment, business activity, transportation, and public open space.
While it operates within the framework of the Town Planning Scheme, it holds no statutory authority. It also serves as a blueprint for the new local planning scheme, that will replace Town Planning Scheme No.3.
Council adopted a draft Local Planning Strategy at the 8 October 2020 meeting which was referred to the Western Australian Planning Commission (WAPC) for certification/consent to advertise.
At their meeting on 14 June 2022, the WAPC Statutory Planning Committee (SPC) certified the draft City of Cockburn Local Planning Strategy for advertising, subject to modifications which were made to the document prior to advertising.
The draft Local Planning Strategy was advertised for public comment in 2022 and the City presented it to Council at the 13 April 2023 Ordinary Council Meeting. Council considered the draft alongside the 241 public submissions and officer’s recommendation.
Council supported the strategy subject to 60 modifications. The modifications and meeting minutes are available to view in the Document Library on Comment on Cockburn.
The City forwarded the Strategy and recommended modifications to the WAPC for their consideration and final approval. Any further changes to the strategy are at the discretion of the WAPC, who make the final decision.
The City has received notification from the WAPC that the Local Planning Strategy will be considered by its SPC at a meeting on Tuesday 13 February 2024.
